After it tightened its control on Deir Ezzor province, Daesh has worked to appear in the best way in the civil and military matters, so they worked to establish a structure of mini-state, setting up the government offices that conduct and organize matters in various fields, to show up as distinguished from other factions, and to have a firm grip over all the aspects of life. Daesh established its own courts, the Office of Real Estate, the Zakat (Diwan) Chamber, the Office of Ore (oil and ancient monuments), Office of Complaints, the Office of Health, Office of the Mujahideen Affairs, public relations Office and the Diwan of the Services. This organizing largely resembles the organizing of the ancient Islamic Caliphate which Daesh invoked by it and believes itself as the awaited Caliphate State.

This office manages the service matters in Daesh control areas, including the fields of water, electricity, roads and markets.

At the beginning of Daesh control, some people from Deir Ezzor of pro-Daesh; tried to represent the real role of this office by intensifying their efforts to raise the level of work, by improving the mechanism of the delivery of water to homes, the restoration of some affected water centers, run some irrigation canals that had been stopped for a long time, cleaning the streets, and supplying homes with electricity for several hours a day, following a disruption for a long time after the control of Daesh.

But the hatred of Daesh toward Deir Ezzor province led to deterioration of the service sector shortly later, where Daesh deliberately sacked those locals in charge, and appointed immigrants instead of them, which in turn led to a deterioration of the service conditions again with a suffocating collar of wages and taxation on civilians. Where electricity became a monopoly on the Organization’s fighters, but civilians are forced to subscribe to private giant generators, known as (Amperes), with exorbitant prices due to the current state of living, which is overseen by the service office as well.

After several months, the service office provided electricity for civilians for two hours a day for every home in contrast of a bill on each house up to 6,000 Syrian pounds, including electricity, water and phone periodically, and who would be delayed in the payment would be accountable, and electricity and land phone would be cut off from them. Also the water has lost a lot of filtering techniques because of lack of attention by those who work on it, so it became arriving to civilians with its impurities, and it became similar to a large extent the main source of the Euphrates River, so the intestinal diseases and blood diseases exacerbated after that, and the concerns of residents became greater to get safe drinking water.

The services office launched its patrols in all markets within the control areas to follow up the market movement and taxation of shops and merchants, and for price controls. The service bureau has imposed fees on owners of stalls in the market, and at a later stage; the office made small shops (kiosks) and leased them to civilians for $ 5000 Syrian Pound. As well as the health centers, clinics, pharmacies and hospitals, which belonged to the public sector, they rented and invested them for huge amounts, as these centers were operating free of charge before the control of Deash.

The service bureau policy in the immigrants management stage was geared towards raising funds, it has taken several actions to ensure the greatest amount of financial revenues such as imposing taxes on traders, shops and even homes, and controlled imports and exports of the market and put duties on goods, where it became a sector for investment rather than a service sector. Even extraction of sand from the river through the (stone quarries); the service bureau has imposed exorbitant fees on the owner of the quarry and the owner of the truck. Also the service bureau worked on the confiscation of some of the lands and made them bus stations for the purpose of taking the tax from vehicle owners.

The service office takes its actions within the bloody approach of the Organization, where the objection is rejected and has devastating consequences, also the delay of payment will lead to a service loss and access to a imprisonment in some cases. The focus on raising the funds led to the deterioration of the service sector in all fields; water is unfit to drink, electricity continues for three hours a day in best situation, and the business has to pay to the service bureau even in a general recession in all the areas of work, and all this follow the life of people of Deir Ezzor, who have become in a vortex with no way out
