Engineer Mohammed Al-Akal was assigned to manage the Agricultural Bank in Deir Ezzor province, succeeding Bassam Al-Kasiri, who was sucked from his position because of facing charges of corruption and taking bribes from license holders related to the conduct of seed and fertilizer transactions, in addition to blackmailing agricultural associations concerned with livestock, to disburse their financial restrictions and allocations of fodder.
Al-Kasiri was involved in running fake licenses for the powerful in the province and the pilgrims of Iran to benefit from the Foundation for Seed Multiplication and the international organizations operating in the city, led by the World Food Organization (FAO). He also fired 18 employees from remote villages, and releasing them from working hours, in exchange for taking half of the salary of each of them, including his sister residing in Qamishli.
