A DeirEzzor24 network reporter pointed out that the Fourth Division checkpoint in the Panorama area, south of Deir Ezzor, arrested a horse dealer yesterday and fined him a large sum.
He added that the merchant was accompanied by a number of horses from the city of Al-Bukamal in the eastern countryside of Deir Ezzor, and was heading to Damascus province.
He pointed out that the checkpoint members stopped him on the pretext that he did not carry a pedigree document for his horses, to fine him three million Syrian pounds in exchange for allowing him to pass, and giving him a paper to facilitate passage and not to be exposed to Damascus.
The checkpoints of the Fourth Division in Deir Ezzor enact personal, unofficial laws, to collect royalties and bribes from merchants and families.
