Recently, civilians have been buying cards of “military missions” in the Assad regime-controlled areas in Deir Ezzor.
The civilians obtain the cards from National Defense (NDF) militia’s fighters and commanders. The cards allow the civilians to move around freely, hold weapons, and ride motorbikes and drive cars that are unregistered legally.
The cards are only issued to volunteering military personnel; however, NDF commanders sell the cards to civilians in return for 25,000 Syrian pounds per month.
The Assad forces offer informal militias in Deir Ezzor privileges such as military cards and mission orders that allow the militias’ fighters to cross checkpoints without being accountable.
