DeirEzzor24 network learned from private sources details of corruption operations practiced by the so-called “Rami Al-Khalifa”, director of the Omran Foundation in Deir Ezzor.
The sources said that the Khalifa is conducting corruption operations in the directorate using two methods, the first is by running the licenses of building contractors with lists and fictitious projects, and extracting hundreds of tons of black cement, and most of the quantity is smuggled to SDF-controlled areas, which brings him large sums of money.
The second is by submitting applications for restoration and building permits to citizens, signed by the municipalities, in coordination with the Omran Foundation, so that each application does not exceed 50 bags, and they are put on the black market in all areas controlled by the Assad regime in Deir Ezzor, with profits of more than 10,000 pounds per bag, according to today’s prices.
The price of cement on the black market in Deir Ezzor ranges between 29-40 thousand Syrian pounds per bag, and the fluctuation of its price in Deir Ezzor is due to corruption deals managed by the Omran Foundation.
The Ministry of Internal Trade and Consumer Protection had raised the price of a ton of cement by 90% nearly a month ago, to reach 397 thousand Syrian pounds, after its price was 211 thousand pounds.
