The militia seized houses and shops belonging to revolutionaries and people who oppose the Assad regime. The militia rehabilitated the houses to distribute them to the militia commanders and fighters, and supporters. The militia turned some of the houses into headquarters.

The Hezobllah militia seeks to gather supporters in Deir Ezzor neighborhoods and make a demographic change in the city, exploiting poor economic conditions in semi-destroyed neighborhoods.
