In a new move, Daesh has permitted civilians living in Al-Bukamal and Al-Shaitat area, Deir Ezzor’s eastern countryside, to travel abroad; however, the decision only includes those with residency in other countries.

The decision came after issuing a newly extreme law that has banned travelling to areas outside Deir Ezzor, even if they are still Daesh controlled cities or towns such as Raqqa.

The ban on travel has been implemented for two months and taken literally by the group for fear of repeating the same mistakes, which occurred during the battle of Manbej after a large number of civilians fled Daesh-held neighborhoods and took refuge elsewhere.

Local sources in Deir Ezzor pointed out recently that the number of civilians who left Deir Ezzor during Eid Al-Fitr mounted to hundreds, while enormous number of civilians are now waiting for the right moment to make it outside Daesh-run areas of the province.

The organization has perplexed everyone in the province following its decision allowing, to a certain extent, civilians in Al-Bukamal and Al-Shaitat area to travel outside its held territory, although these areas have always been a source of suffering for the group. The city of Al-Bukamal was the target of the foiled offensive, which was recently launched by the New Syrian Army, while the area of Al-Shaitat is considered the most anti-Daesh area in Deir Ezzor due to the horrific massacres perpetrated by Daesh against Al-Shaitat tribesmen before.

The first destination for civilians leaving Daesh-controlled territory of Deir Ezzor is Turkey, which has become so difficult to reach these days due to an increase in prices of smuggling into either FSA-held territory, or Turkey, and the deliberate targeting of civilians crossing the borders by the Turkish gendarme, as well as Daesh land mines planted near the frontier
