When Daesh first established its control over the province of Deir Ezzor on July 07, 2014, it mainly focused on military interests by capturing all headquarters belonging to the factions who had fought against it. It also worked to dissolve all the factions who had remained neutral to conscript them into its ranks.

After taking control over all military aspects, the real estate department of the organization confiscated all properties of its opponents, including the civilian ones. The department also issued a statement by which it justified the confiscation of all properties of those who deal with the Assad-regime, be it a civilian or a combatant. As the battles intensified against the FSA, the real estate department confiscated all properties belonging to FSA fighters.

Then, the organization imposed extreme laws upon civilians living under its control, which included all aspects of life, pushing many of them to leave for areas outside the group’s territory. Among those who left were medical staff members. The organization exploited their departure by confiscating all properites belonging to the doctors who left its held areas.

Then it introduced a new rule confiscating all properties of civilians living in the besieged neighborhoods of Deir Ezzor, including Al Joura and Al-Qusour. It took such an unspeakable move under the pretext that those civilians were living in the land of “disbelief”. Those living in the Gulf countries were exempted from the rule.

The real estate department and the Mujahidden affairs office were the ones in charge of the distribution of the confiscated homes to Daesh affiliates, with a priority for the foreigners.

The Mujahidden Affairs office equip the homes with electricity, water, furniture and other house equipment based on the request of the Daesh affiliates and their ranks.  All of the equipment belong to civilians who have fled from the group-controlled territory in Deir Ezzor.
